Laura Winham: Surrey woman lay dead in flat for three years, say family

After visiting Ms Winham in October 2017, in what was most likely the final time anybody noticed her alive, Surrey Police officers reported to Surrey County Council that she had been “self-neglecting, had little meals, and appeared unaware of methods to entry native companies for assist”.
